The mayor defends the transparency of municipal contracting processes (04/03/2018)

The mayor, Visitación Martínez, recalled that the legal report of the General Secretary of the City Council is against creating these commissions and has reminded that the contracting procedures in the City Council are completely public and transparent.

The mayor of San Pedro del Pinatar, Visitation Martinez, said today that the full past dismissed the motion of Citizens to create a commission of inquiry on hiring under the legal report of the General Secretariat of the City Council for legal reasons.

Visitación Martínez explained that the report discourages such a constitution because this figure is not regulated in the Organic Regulation of the Municipal Plenary (ROM) and because, if the Constitution does not contemplate it, you can not call to declare companies and individuals in order to investigate them, as Citizens intend with the aforementioned Commission.

Visitación Martínez has urged the spokesman of Citizens to "stick to the legality that this same plenary took place with the approval of the ROM, and that he himself supported, although it was under other political acronyms" and he recalled that there are various mechanisms for the control of public procurement, since the City Council, through the profile of the contractor, the Transparency portal, the public contracting tables, the transfer and publication of the minutes of the government boards, among other mechanisms, offers all the information on these processes.

Likewise, the mayor has criticized the "inquisitorial attitude of the spokesman of Citizens, without any evidence or indication points to companies and people of the municipality, simply by presuming a certain political affinity" and "get on the car of what happened in other municipalities to question a totally clear and transparent contracting policy ".

In this regard, he recalled the great effort being made by the City of San Pedro del Pinatar in the field of transparency in recent years, creating a council for this specific area, advocating open processes and citizen participation, and adapting the portal municipal and municipal information to the criteria set by Transparency International, as evidenced by the recently obtained, for the second consecutive year, the seal Infoparticipate to the quality and transparency of local public communication.

Thus, Visitation Martinez has concluded that "the spokesman of Citizens disregards the current legislation, questions the professionalism of the legal services and contracting of the City Council and points to companies and residents of Pinar del Rio, trying to impose a dictatorial policy that has the sole purpose of muddying the management of the Municipal Government in search of their benefit ".
