The mayor of San Pedro del Pinatar, Visitation Martinez, Chief of Cartagena, Jose Ignacio del Olmo Commissioner, Professor of the University of Murcia, editor and co-director of the thesis, Juan Jose Nicolas Guardiola and Cesar Augusto Giner Joy, professor at the UMU and co-director of the thesis, Cabo accompanied the local police, Valentin Guillen Perez in the presentation of his book, "the practice of frisking in the Spanish Constitutional System" based on his doctoral thesis.
Valentin Guillen, a graduate in criminology and law degree, joined the body of the Local Police of San Pedro in 2001 and amounted to Cabo in 2008, was embraced by family, friends and colleagues who filled the Hall of City Hall to clothe the pinatarense in the presentation of his first book.
Work and training Valentin has a positive impact not only in the city but at regional, national and even international level and working in coordination with Embassies, Consulates, Interpol and police of other countries.
Assiduous invited papers, the author of "The practice of frisking in the Constitutional System Spanish" is worthy of many awards by the Directorate General of the Civil Guard, Commander of the Civil Guard in Murcia and the local board of the City of San Pedro del Pinatar where he has been honored four times by various interventions.
The book highlights the conflict between security and freedom, in constant tension with each other and that fundamental rights are not absolute and considering the use of caching in order to guarantee and protect the general interest, has led to a problem that has led in-depth study of this complex issue, as fundamental rights, should not yield as much as alleging pursue thereby security.
